This flag should prevent home user to record and distribute for example tv shows. The flag should however allow consumers to make a personal backup

"Specifically related to the digital transition on terrestrial television, I think the broadcast flag is the single biggest issue and I think hopefully its solution will allow us to rapidly speed up this transition," he said.
"We should be able to come out with a recommendation in at the most a matter of weeks," Chernin said.
An agreement for the broadcast flag was reached on Wednesday among a small coalition of electronics makers, entertainment groups and computer companies who will now take it to a larger group of interested parties with the goal of the final report being issued in three weeks, Liao told reporters.
Someone once made the joke that we would have to pay for a song we whistle while for e.g. showering. It could become reality if they keep going this way...
